Yes. Ruvo's 0.3% is a flat rate, published on our site with no promo and no fine print. Husky's low rate tends to be temporary or conditional, partly because it settles over SWIFT, which is more expensive; its standard conversion usually runs 1% to 2%.
Often the card, not the conversion fee. Ruvo's dollar card has 0% IOF, while a Brazilian card adds 3.5% IOF plus a 2% to 5% FX markup on dollar spend. For frequent dollar spenders that saves far more than any conversion-fee difference. Husky has no card.
